Why this pairs with your stack: Notary + Loan Signing Agent + Live Scan is a three-service mobile bundle โ a real estate client, a job applicant, and a licensing applicant can all be served from the same vehicle. Live Scan is recurring, referral-heavy, and low-competition in the right ZIP codes. It rolls right off the notary commission you're finishing now.
The Two Layers (both required)
Layer 1 โ Fingerprint Roller Certification The person
Required before you can legally roll anyone's prints (CA Penal Code ยง 11102.1). This is about YOU being certified. Verified against the DOJ Reference Handbook (Nov 2015).
Eligibility: must be 18+ and a legal California resident at time of certification
Review the DOJ Reference Handbook, then complete + sign the Application for Certification โ form BCIA 8372 (signing attests you read the handbook)
Get your own Live Scan done โ form BCIA 8016FP โ for the state + federal background check
Mail the signed BCIA 8372 to the FRCP address on the form; approval letter + certificate arrive by U.S. mail with a confidential certification number
Fee: $74 total ($32 state + $17 federal + $25 certification) โ paid at the Live Scan site, non-refundable, plus that site's rolling fee
โ One-time โ no renewals. Unlike your notary commission (every 4 years), the FRC stays in effect until surrendered, revoked, or suspended. Do it once.
๐ Cert number is confidential. You enter it into the Live Scan device every time you roll, and must display the paper certificate at your place of business (ask a host PSP how they handle this for mobile).
โ Disqualifiers:any felony conviction is automatic grounds for denial/revocation; so are dishonesty / "moral turpitude" convictions that relate to the role. Convictions expunged under PC 1203.4 still count. DOJ retains your prints โ a later disqualifying arrest revokes the cert.
โ๏ธ FRC Checklist Work through it
Checks save on this device. This is your Layer 1 path to becoming a certified roller.

Contact 2โ3 host PSPs โ confirm split, equipment, and mobile terms
Onboard with a host PSP โ start rolling & earning
Layer 2 โ How You Transmit Prints The business
Rolled prints must be submitted electronically to DOJ โ hard fingerprint cards are not accepted. So you need a transmission path. Two ways to get there:
Roll under a host PSP Start here
You're a certified roller using equipment + a transmitter tied to an existing Private Service Provider.
โ No equipment outlay ยท fast to launch ยท skips the 90โ120 day PSP application
โ You give up a slice of margin to the host
Become your own PSP Scale into
DOJ-approved Private Service Provider โ your own Live Scan machine + a transmission agreement with DOJ.
โ Keep 100% of the rolling fee ยท full control
โ Owner + all rollers must be certified first ยท 90โ120 day approval ยท machine is the main cost (lease/finance)
The Economics
$20โ50
Your rolling fee / person
+gov fee
DOJ processing on top
Mobile
Where notaries win it
The rolling fee is yours; the DOJ processing fee passes through to the state. Mobile is the edge โ a portable unit, a reliable vehicle, and secure connectivity let you go to the client (employers, care homes, licensing applicants) instead of waiting for walk-ins.
Your Sequence
Finish the notary commission โ Live Scan done, background check clears, commission # issued.
Get your Fingerprint Roller Certification โ handbook, BCIA 8372, your own Live Scan, ~$74.
Launch mobile under a host PSP โ start earning rolling fees with zero equipment cost.
Upgrade to your own PSP once volume justifies the machine + the 90โ120 day approval.
Informational only โ verify current fees, forms, and processing times on the CA DOJ site before filing; state requirements change. Not legal advice. ยท Verified against DOJ Fingerprint Rolling Certification Reference Handbook (Nov 2015, PC ยง 11102.1) ยท DSCR Insider Command Center
